here is a quote from the Cubase windows group

"If you plan on mastering to CD your best bet again is to go with 44.1kHz.
You can increase the quality by using 48kHz or 96kHz, though you will have
to convert back to 44.1kHz before mastering to CD. And most software based
sample rate converters (including those that come with VST, WaveLab,
CoolEdit Pro, and SoundForge) will degrade the quality of your audio when
converting back to 44.1kHz. i.e., the quality will be much better if you
stick to 44.1kHz. This is because when converting a sample rate the software
must either add additional samples that did not originally exist (copies) or
remove samples from your current audio file, both usually degrading quality.
Though it is possible to get better results when recording at 48kHz or 96kHz
before converting to 44.1kHz for CD, most software does not offer this type
of quality.... If you plan on mastering to DAT and have access to (or own) a
high enough quality sample rate converter you might want to use 48kHz.
Though 44.1kHz will still do nicely, with very professional results (often
better)....................Converting 16-bit audio to 24-bit audio (& vice
versa) is much less destructive then sample rate conversion. Though
mastering at the 16-bit level can still produce professional results. Keep
in mind that not all soundcards support 24-bit audio."
